basic law
noa, as the organizer, strives to combine safety as well as fun and enjoyment for visitors and all active participants under one roof. Every participant can contribute to the success of the festival if they follow our guidelines. All participants undertake to promote the successful realization of the festival and to support it to the best of their ability. They guarantee that the presentation of their trade, craft, commerce and in the presentation of their person will be based on the models / traditions of the respective eras.

Setting up the market stalls / camps / …
Stalls and camps can be set up and occupied from 3 p.m. two days before the start of the event. Otherwise the following set-up times apply: 9 am to 10 pm
Our market and storage supervisors are present at the specified set-up times to coordinate and allocate the appropriate stand and storage areas.
Only tents and sales stands appropriate to the event are permitted! Igloo tents or other similarly modern tents are not permitted. Awnings are permitted, the same set-up applies as for tents.
The campsite must be left as it was at the beginning of the festival. The construction and occupation of the market stalls including decorations must be completed on the first day of the event no later than 2 hours before opening!
Dismantling of the market stalls / storage / …
When ANNOTOPIA closes the gates on the last day of the event in the evening, clearing and dismantling begins. It should be noted that the stands and storage areas will only be cleared away and closed when Professor Abraxo and the market master have declared that the market is closed. This also applies to the packing away of items (inventory, equipment) etc.. We reserve the right to extend the opening hours. For safety reasons, it is not permitted to drive onto the site before the festival closes.
All allocated stands (market + army camp) must be left in the condition in which they were found after dismantling. A final inspection will be carried out by noa. The respective operator is liable for any damage.
Acceptance of the market stands
The inspection of the stands by noa will take place before the opening of the festival; the time will be announced well in advance. Accordingly, all traders must be present and present the required documents (inspection certificates). The required documents must be kept at the business premises and presented to the responsible authorities upon request.
This includes the following documents, among others:
Liquefied gas systems
may only be operated in a proper condition. The system must have been inspected by a gas expert. A certificate, which must not be older than two years, must be kept at the operating site.
Beverage dispensing systems
For beverage dispensing systems that are not permanently installed at changing business premises, the expert’s acceptance certificate must always be kept at the business premises. Likewise, the dispensing books (operating books) or corresponding forms must be available for inspection at the premises.
Health certificates
All persons who handle and prepare food require a health certificate. A copy of the ID card must be kept at the business premises for each person.
Important note: Persons who are unable to present a health card must stop preparing food.
Vehicles
Vehicles that are not required for exhibition purposes or for a performance do not belong at the festival. They must therefore be driven to the allocated parking spaces up to one hour before opening on all days of the event. The festival area may be entered again at the earliest after the festival has been closed by the market masters on Sunday.
Start / opening times of the festivals (subject to change)
Friday, 6 p.m. to midnight
Saturday, 11 a.m. to midnight
Sunday, 11 a.m. to 7 p.m.
Opening hours may be extended in the event of good weather and heavy visitor numbers. 30 minutes before opening, all participants must tidy up their tent camps, i.e. all items that disturb the flair of the event must be removed from the visitors’ field of vision (beer bottles, cell phones, charcoal bags, PET bottles, cigarettes, etc.).
Application / Contract
By completing and signing the application or the contributor contract, the applicant formally and bindingly accepts the ANNOTOPIA Basic Law. Acceptance or rejection of the application by noa will be made in writing by letter or e-mail. The binding contract for participation is concluded when the applicant responds by letter or e-mail.
Firewood
Firewood is provided free of charge for the camps and craftsmen. Traders and suppliers, on the other hand, will be invoiced by noa for the consumption stated in the registration at the respective procurement price.
Energy supply / electricity & water
Electricity and water are available at various distribution points throughout the event site. Water hoses and power cables as well as the corresponding adapters are to be brought along (30 to 50 m to the connection) and “camouflaged”. Sales stands with water and electricity consumption will be placed near these distributors.
If electricity is required, the correct connection and the approximate consumption figure must be indicated. 220 volts, 16 or 32 amps. If no or incorrect information is provided, noa cannot guarantee the provision of power connections. Please check whether normal luminous flux would be sufficient.
The master electrician provided by noa will connect the power supply line to the power distributors, which will lead to the market trader’s stand where it joins the electrical system. The supply line and electrical system are the property of the trader / supplier. They must comply with the relevant regulations of the Association of German Electrical Engineers (VDE) and the technical connection regulations of the local power supply company and must be used properly. If an electrical system is defective and no longer complies with the electrotechnical rules and regulations, its use must be discontinued immediately.
The market master and the responsible master electrician are obliged to disconnect the power supply in the event of obvious faults or defects in order to protect festival participants from danger to life and limb. Food lines laid on the ground must be provided with trip-proof covers by the market trader.
The end point of the part of the power supply system for which noa is responsible is the socket outlets in the distribution system. The market trader is liable from the socket onwards, i.e. for the entire supply line and for the electrical system on the trader’s/supplier’s stand, in particular for the condition, installation and use.
Damage caused by the connection of the trader’s own electricity and supply equipment through the supply line to the connection system must be compensated by the market trader.
Traders and suppliers will be charged for electricity consumption according to a flat rate set by noa, which is based on the consumption stated in the application.
Geka couplings and supply and waste water hoses approved for drinking water must be used for the water supply. Other connections are not permitted!
Fire
When handling and working with open fires and when preparing hot food, an appropriately tested fire extinguisher (at least 6 kg ABC powder extinguisher or 5 kg carbon dioxide extinguisher) must be brought along and deposited at the stand.
The maintenance of an open fireplace (e.g. campfire) must be agreed with noa. Open light (candles, oil lamps, torches, etc.) must be used with extreme caution. Each stand must ensure that in the event of a fire it can be extinguished as quickly as possible! (filled wooden/water buckets, sand, blankets or a camouflaged modern fire extinguisher).
Open fires are not possible everywhere on the ANNOTOPIA grounds, and in some cases are strictly prohibited. In case of doubt, every participant is obliged to inquire accordingly.
Fire watch
Two people at a time are responsible for the fire watch in their own camp. The fire watch must be maintained, especially at night.
Garb / clothing / costume
This should correspond to the era, character, guild, cosplay etc. portrayed by the actors (incl. headgear & footwear).
Sturdy shoes with tread are mandatory for the exhibition fights. Should any of the visitors feel the desire to appear in costume, they are very welcome!
Tableware
Wooden boards, wooden spoons, stoneware, cow horns, porcelain and the like are permitted. Plastic tableware is not permitted. ANNOTOPIA attaches great importance to sustainability. Traders must use appropriate reusable systems.
Barbecuing / cooking
Please only light fires in fire bowls or fire baskets. A water bucket must be provided nearby. This should be covered. The ground around the fire bowl must be watered 3 to 4 times a day, depending on the weather. No flammable materials may be stored near the barbecue.
Gas cylinders must not be placed near open fires.
Fire extinguishers are mandatory for open fires, but should not be placed where they are visible to visitors.
Cell phones / notebooks
Cell phones and notebooks/laptops may only be used behind the scenes, not visible to visitors OR must be “camouflaged” according to the presentation!
Dogs / animals
Dogs must be kept on a lead. The safety of visitors comes first. Otherwise, the applicable animal protection law must be observed. Any droppings must also be removed immediately. All types of animals are permitted as long as they do not fall under the species protection laws.
Information/Festival office
The festival and information office is where everything comes together. Anyone who has problems or wishes, requests information or would like to make suggestions is very welcome.
Furniture (chairs, benches and tables etc.)
Please only use furniture appropriate to the flair of the event.
Night’s rest
All participants must behave in such a way that there is no disturbance of the peace. Also think of your camp neighbors and residents who may want to sleep. Music, singing and loud conversations of any kind should be stopped from 01.00 at the latest!
Parking
Parking spaces will be allocated for all participants in specially designated parking areas on or in the immediate vicinity of the festival site within walking distance. Please ensure that no driveways are blocked and that escape routes are kept clear.
Smoking on the site
Please do not carelessly throw away burning cigarettes (fire hazard due to trees and straw on the site). Cigarette butts should be disposed of in containers provided for this purpose.
Withdrawal from the registration
With the binding signing of the contract, a formal contract for participation has been concluded between the participant and the organizer. Withdrawal from the contract is free of charge for all participants up to 90 days before the festival.
Gastronomy & Trade:
For withdrawals between 89 and 30 days before the festival, 50% of the agreed stand fees are due. For withdrawals from 29 days before the festival, double the agreed stand fee is payable. The only exception is proven illness that prevents participation. Proof must be provided no later than three days after the end of the respective event. For non-appearance at the festival without prior written cancellation, the organizer will charge the confirmed participant double the agreed stand fee plus a cancellation fee of 150 €. All prices plus 19% VAT.
Artists:
If an artist performance is canceled due to the fault of the artist, the artist shall pay the organizer a contractual penalty in the amount of the agreed gross amount. If the artist or a member of the artist group is unable to perform due to illness, they must notify the organizer immediately and provide a medical certificate. In this case, the artist’s obligation to perform and the organizer’s obligation to pay shall lapse.
Artists, groups, campers, others:
The above-mentioned deadlines also apply: In the event of cancellation or non-appearance, a cancellation fee of at least € 250 (or 50% depending on the time) will be charged. This is only waived in the event of proven illness. Proof must be provided no later than three days after the end of the respective event.
Sanitary facilities (showers – toilets)
Toilets and showers are available for all festival participants during the event. There are separate toilet trailers for visitors and guests.
Show fights / tournament area
Show fights of any kind are only permitted on the designated areas. The participants themselves are responsible for the safety of their exhibition fights. Young people under the age of 16 are only permitted to show fight under the supervision of an adult from the respective group.
Safety
The contact persons of the respective operators and participant groups are responsible for the safety of the group. Tent ropes must be secured in such a way that there is no risk of tripping, especially at night.
Stands
All participants, whether they are representatives of crafts or trade, are responsible for ensuring that their stall is appropriately designed, decorated and lit.
For the provision of food and drink, it goes without saying that neither disposable tableware nor cans or plastic bottles may be handed out.
noa requests that the camp or stand be set up as compactly as possible.
The stand must be open and staffed during the festival opening hours and in all weathers, and all craftspeople should be actively engaged with their tools.
All operators undertake to comply with the legal requirements (e.g. food hygiene, accident prevention, etc.) for their offers/performances.
Furthermore, the operators are liable for damages to third parties and also noa caused by the operation of the stand or by the presentation or other actions.
All stands must be open until the official end of the festival. Special closing times may be announced in good time and exclusively by the organizer.
The sale of goods and products is only permitted during the opening hours of the festival.
Stall fees
Traders and suppliers as well as craftsmen selling their products pay a stand fee. By submitting their application, applicants guarantee that they are not otherwise contractually bound. They act on their own responsibility, i.e. claims by third parties are to be addressed to them personally. The applicant is authorized to act in his own name and at the same time declares that he is responsible for all costs incurred by himself (incl. stand fee and any ancillary costs such as firewood, electricity, etc.) in connection with the event.
Insurance
noa shall take out separate organizer’s liability insurance for the event.
Weapons
In addition to many costumes and costumes, a fantasy festival also includes weapons. Of course, it is always important to observe the provisions of the German Weapons Act, or to use common sense in the gray area (decorative weapons, theatrical weapons, sporting weapons and so-called show weapons) and to comply with our guidelines!
Sharp weapons are of course prohibited! (Exception: as part of a secured demonstration after consultation with noa. So-called “peasant weapons” (scythes, pitchforks, flails) may also only be carried as part of the parade or an approved demonstration. Otherwise they must be kept safe!
“Sporting weapons” (such as crossbows and bows) may only be used in the secured area at the respective stands or as part of demonstrations. They may only be carried outside these zones in a relaxed state as a supplement to the costume.
Display weapons (cutting edge thicker than 2mm) are restricted to groups and individuals who can refer to a contract or agreement with noa. Private individuals visiting our festival in costume and carrying such a weapon must present ID at the bridge/tunnel control so that their details can be recorded.
These weapons will only be displayed in the cordoned-off area in so-called exhibition fights or during parades or similar performances. The owners of these weapons must be 18 years of age. The bearer of these weapons may not carry them while under the influence of alcohol and is responsible for their safekeeping.
As wooden toys in the form of weapons for children are also in circulation on ANNOTOPIA, we would like to point out that parents are liable for any accidents that may occur with them.
All weapons must be stored in such a way that they are secured against access by unauthorized third parties. Should any weapons be stolen, this must be reported immediately to the festival management.
Offer of goods
All products offered for sale or exhibited should largely correspond to the event (art) craft in terms of material, form and workmanship.
noa reserves the right to object accordingly. All product groups must be announced at the time of application or registration. There is no exclusive right (exclusion of competition) for the range of goods. noa ensures that there is a balanced range of goods and that stands with the same goods are not next to each other. Goods not specified in the application may be excluded from sale.
Advertising material
Apart from business cards and lettering on crafts and techniques, advertising materials are not permitted (exception: festival and information office).
Concluding
In the event of violations of the above regulations, noa may exclude the participant from the event and retain the deposit / stand fee.
noa is not liable for cancellation or disruption of the festival due to force majeure or official orders.
The Festival Regulations are equivalent to the General Terms and Conditions and form part of the confirmation of participation in ANNOTOPIA.
